Question about a dress I saw at a wedding in Savannah last month

I was at my cousin's wedding in Savannah last month and one of the bridesmaids had this amazing dress. It was a deep green color, not satin but not chiffon either, with these little pleats that started at the waist and went all the way down the skirt. I think there were maybe a hundred tiny pleats total. It moved so well when she walked but still had great shape. I've been sketching my own version but I can't figure out what that fabric could have been. Has anyone worked with a fabric that holds a sharp pleat like that but still has a nice drape?

A trainer in Kentucky insisted I never use a hoof stand for trimming.
