Honestly, the whole "counterweight sway" thing sounds like overkill. Most old buildings have stood for a century without anyone checking that. If the windows open and close fine, you're probably just looking for problems that aren't there.

You might be right... sometimes we get too deep into the details. My aunt's place has those old windows and they've been fine for decades, even with the ropes looking a bit frayed. It's easy to worry about every little thing in an old building. Maybe if it works, just let it be.
