Plaques aren't always dead ends. Imagine the person who funded it. Their reasons could be wild.

My local park has a bench plaque thanking someone's pet iguana.

Wild reasons" is a stretch. It's a bench for a lizard, not a mystery novel. Probably just a weird inside joke or someone with too much money. People read way too much into this stuff.
