Before 'Terraforming Mars', I blamed indie games, but its confusing scoring section shifted my blame.

Which rulebooks are the worst for leaving out important steps? Does it happen more with big games or small ones?

Honestly, does game size even matter here? I've seen massive board games with rulebooks that skip basic setup, like not telling you how to handle the first player turn. Then tiny indie games might leave out how scoring works because they assume it's obvious. It's more about rushed writing or poor testing, not the box size. Remember that fantasy game last year? Its official errata sheet fixed more holes than the actual rules. So bad rulebooks come in all packages.
