Read a tip somewhere about treating family time like a real meeting you can't miss. Your clear hours method sounds like it does exactly that.

Last Thursday I promised my cousin a beach walk at 3 PM sharp, then got stuck on a client call until 4:30. My bad. She found me still in my pajamas, a total zombie staring at my laptop. Now I just block time in my calendar as "family jail" so I can't book over it. It's silly, but my calendar is the boss of me.
