Question about those cheap $30 taglines that say "certified rigger"

I paid $30 for an online "certified rigger" tagline course back in March thinking it would help me get more lift work. Turns out it was just a PDF with some load chart pictures and a quiz at the end, no real hands on time at all. A guy at a job site in Fresno laughed when I showed him the little card it printed out and said no outfit around there would even look at it. Has anyone else run into these paper cert deals, and what did you actually do to get your rigging hours counted?
