Found out my landlord in Sacramento has been keeping my whole $1,800 deposit for stuff that counts as normal wear

I moved out of my place on R St back in June and got a letter saying I owed for paint and carpet, so I just paid it because I figured that's how it works. My cousin who works at a tenant rights office asked to see the itemized list and said paint and carpet after 3 years is normal wear and tear under CA law, and a landlord can't charge you for it. Has anybody actually gotten money back from a landlord like this, or is small claims the only way?
