Saw a post once where someone said to offer a single, specific resource instead of your time. Like, tell him you're booked but here's the exact YouTube playlist you learned from. It gets the point across without being rude. Mila_brown10 is right about people liking the idea more than the work. Maybe your neighbor just needs to see how much sanding is involved before he commits to a weekend.
