Blew $340 on a used band saw at an auction in Gary, blade wandered 3/8 inch on the first cut
I figure it was the tires or the guides, but the seller had already vanished. Half of me says strip it for parts and cut losses, the other half says $80 in new rubber tires might save it. What would you do, fix it or flip it?

3/8 inch wander is insane, that thing was probably cutting circles before you even got it home. Gary auctions are a gamble, at least you didn't get stabbed.
