Wait, hold on. He digs up his entire lawn? Like with a shovel, every single spring? That's insane. I mean, I've had neighbors who aerate or overseed, but full-on excavation? I'd be convinced he was either burying bodies or looking for pirate treasure. Is he finding anything besides sore muscles and ruined grass?

My neighbor used to do this every fall. Turns out he was trying to fix the clay soil in his yard. Took him like 3 years of digging before the grass actually grew right.
