Overheard a forman say hydro testing is optional, sounded wrong

I was in the break room at the Local 85 hall in St. Louis and this old hand was telling a younger guy that a 150 psi hydro test on a feedwater heater was just for insurance companies. Said he'd been running a crew that skipped it for years. I walked over and told them that's how you get a 200 degree steam leak to the face, and that ASME section VIII has it on paper for a reason. He just shrugged. Has anyone else run into guys telling apprentices to skip test procedures just to save a shift?
