Saw a scary panel setup in a Phoenix strip mall yesterday

I was checking out a new taco place in a strip mall on 35th Ave and noticed the electrical room door was open. Inside, there was a 200 amp main panel with about a dozen double tapped breakers, all feeding what looked like new mini-split AC units. The feeder wires were different gauges on the same breaker, and the whole thing was just a mess of exposed copper. The property manager said it was 'fine' because it worked. How often do you guys run into stuff like this on commercial calls, and what's your move when the client doesn't want to pay to fix it?

Honestly how bad could it have been? People mess with basic wiring all the time and nothing catches fire. Tbh I bet he just tripped a breaker and called it a day.
