Speed limit on 5th Street dropped 10 mph, now everyone's mad at the wrong guy

I've driven down 5th Street in Portland for like 8 years, it used to be 35 mph the whole stretch. Last spring they dropped it to 25 after a school opened nearby, and honestly I get the reasoning, kids crossing and all. But now people ride my bumper and honk like I'm the one who made the change, buddy it's the city, not me. The weird part is enforcement, I see cops camped out there almost daily now, so everyone slows down to exactly 25 then speeds right back up past the crosswalk. It feels like we traded one habit for a newer, sneakier one, and I can't tell if it's actually safer or just more legally enforced. Is anybody else seeing this in their towns, where lowering the limit just moves the chaos somewhere else?
