Update: Old builder in Phoenix showed me a roof deck swap, 3 weeks later and the leaks are gone
He tore off 2 layers of 20 year old tar paper and laid down peel and stick over the whole deck for $1,400, and I am wondering if anyone else has used that stuff on a flat roof in a place that actually gets rain.
