Took a $45 shortcut through a toll road that saved me maybe 3 minutes

I paid $45 on the 405 express lane near Irvine last Tuesday thinking I'd fly past everyone, but it was just a parking lot at a higher price and I ended up sitting behind the same minivan I passed 4 miles back.

Are they really charging for nothing though, or are we paying for some backend thing we can't see? Like with my internet bill, they tacked on a "network enhancement fee" but I've had the same speeds for two years now. Maybe it's just me but I wonder if these fees are actually going to some real cost or if companies just make them up to pad their profits. Doesn't it seem like every time they add a fee, they just keep it even after the supposed reason is gone?
