The 5am exit ramp used to be empty, now it's a parking lot by 4:45

I've been commuting through the Riverside merge for about 8 months now, and I swear the backup just keeps crawling earlier. Last October I could roll up at 5:10 and glide right onto the 91, now I'm sitting there behind 12 semis and a bunch of Priuses every single day. It feels like the new housing development off Van Buren dumped an extra 500 cars onto that route overnight. Has anyone else watched their usual on-ramp turn into a standstill that fast?
