Why does nobody warn you about paint reacting with old wall stuff?

Honestly, I'm repainting my hallway and it's been a mess. Tbh, the new coat started wrinkling up over the old paint in weird patches. I sanded it down first, but I guess not enough? Ngl, I'm stuck on whether to strip it all now or try a special primer. Anyone dealt with this before?

Spot this all the time. People rush to tear out old tile instead of cleaning the grout, or replace a whole lawn over fixing a few brown patches. It's the nuclear option for every small home project. Feels faster upfront but you're often just creating a bigger, messier job for yourself later.
