Why do people at the grocery store wait until the cashier rings everything up to start digging for their wallet?

I watched a guy at the Trader Joe's on Maple St hold up the line for 2 solid minutes last Tuesday because his card was buried at the bottom of a bag. It's not like the total is a surprise, so can someone explain why this keeps happening?
