The shop I sub for has a 3-ticket minimum that's killing small jobs

I do overflow work for a break-fix shop in Tacoma. Last month a guy came in with a 2012 laptop that just needed a fan replacement. Simple 20 minute job. They told him it would be $180 because of the ticket minimum. He walked. I get that they don't want to tie up a bench for nothing, but we're turning away easy money. Has anyone else dealt with a shop that has a policy like this?

Yeah but did the guy even push back on that price?

Yeah, "push back on that price" is the part everyone skips. Most people just don't want to have that awkward conversation, so they pay whatever's asked. @benclark, that's kinda the whole problem with a lot of stuff these days, right? Nobody wants to haggle or even ask for a better deal, so we all just accept the sticker price.
