Countries that are actually promoting smart grid have different government financing system so support it. For example, Canada uses Energy Conservation Responsibility Act of 2006 to mandate the installation of smart meters by 2010 to all Ontario households and businesses. While China uses a five year plan which starts with building Wide Areas Monitoring System and by 2012 the couiuntyr plans to have PMU sensors at all generators 200 megawatts and above. The state also controls the tightly guarded transmission therefore making it more efficient and at the same time the standards and compliance are rapid. These are just a few examples that the smart grid is actually going to be used around the world soon.
